Based on 20 years of long-term close cooperation, the Institute of Agricultural Resources and Regional Planning(IARRP)of the Chinese Academy of Agricultural Sciences (CAAS) and the Japan International Research Center for Agricultural Sciences (JIRCAS) reached consensus on building a laboratory for agricultural development research. In October 2016, Wei Qi, Advisor to the CAAS President, and IWANAGA Masaru, Chairman of the JIRCAS, signed the Memorandum of Understanding between the CAAS and the JIRCAS on the Establishment of the Joint Laboratory on Agricultural Development Research. In July 2017, an academic seminar on the 20th anniversary of the Sino-Japanese agricultural science and technology cooperation, attended by Yukiyo Yamamoto, program director of JIRCAS, and Zhang Lubiao, deputy director of the International Cooperation Department of the Ministry of Agriculture and Rural Affairs of China(formerly known as the Ministry of Agriculture of China), was held in Beijing.

China and Japan have carried out long-term, open and stable scientific and technological cooperation in the fields of agricultural product value chain increment, agricultural environmental protection, and sustainable agricultural development, which have helped both sides strengthen cooperative research and industrial development capabilities in agricultural high-tech fields, boosted complementary advantages and talent exchanges, and provided strong scientific and technological support for food security, agricultural sustainability, and agricultural economic development in China and Japan.
