National Center for Quality Supervision and Test of Chemical Fertilizers (Beijing)

The National Center for Quality Supervision and Test of Chemical Fertilizers (Beijing) is a national product quality supervision and inspection agency authorized by the Certification and Accreditation Administration of the P. R. C, China Metrology Accreditation (CMA), and the China National Accreditation Service for Conformity Assessment (CNAS). It is a test agency undertaking inspection and safety evaluation of fertilizer products registered with the Ministry of Agriculture and Rural Affairs of China (formerly known as the Ministry of Agriculture of China).

Established in 1959, the center was formerly the Analysis Room of the Institute of Soil and Fertilizer Research, Chinese Academy of Agricultural Sciences. It received a loan from the World Bank for expansion in 1979, and undertook the task of establishing one of the country’s first product quality supervision, inspection and test centers in 1985. In 1987, it passed the inspection and certification organized by the Standardization Administration of the People's Republic of China (SAC), and was authorized by the National Economic Commission. From 1989 to 2015, the Ministry of Agriculture and Rural Affairs of China authorized the center to conduct the inspection and registration review of fertilizers, soil conditioners and plant growth regulators. Since 2002, it has undertaken the review and product inspection for the "National Industrial Product Production License" of fertilizers.

The center tests fertilizers, soil conditioners, plants, soil, and agricultural environments. It undertakes entrustment, arbitration, supervision, inspection and testing, and issues data and results with demonstrative effect to the public. In addition, the center researches new test technologies and methods and carries out safety risk assessments of fertilizers and soil conditioners. It also participates in the formulation and revision of national and industrial standards and technical specifications, implements large-scale instruments and equipment sharing, and provides testing and analysis services for scientific research projects.
