Financial Assets Office

Responsible for the overall financial and asset management, government procurement, material procurement, and financial reimbursement within the CAAS Institute of Agricultural Resources and Regional Planning.

1. To undertake the implementation of relevant national laws, regulations and financial rules, establish and further improve internal financial systems.

2. To be responsible for the organization of the formulation of financial budgets and final accounts, the supervision of the implementation of budget plans, the suggestion for the adjustment of the next year's budget in accordance with final accounts. To guide researchers in the preparation of various research project budgets in accordance with special fund management methods, and review the final accounts of relevant projects. To be responsible for reviewing and categorizing all types of expenditures and conducting accounting supervision to monitor fund usage.

3. To organize and manage all revenues, set up revenue collection accounts in line with professional categories, make all incomes reflected with corresponding notes, promptly and accurately record relevant accounts, and conduct categorized accounting. To be responsible for accounting, financial management, and final account preparation for infrastructure projects, and assisting in project acceptance upon completion. To be responsible for accounting, fund management, and budget preparation for trade union. To be responsible for accounting and fund management of Party membership fees. To be responsible for the reimbursement of staff workers' medical expense and the compilation of statistical reporting. To be responsible for staff salary, allowances, various benefits distribution, and cost calculation. To be responsible for tax declaration, tax payment, and other tax-related matters. To be responsible for the formulation and submission of various financial statements and statistical reports. To be responsible for the compilation and recording of archive accounts. To undertake the construction and sharing of financial management information systems, as well as the maintenance and updating of financial software. To be responsible for the maintenance and management of procurement platform. To accomplish other tasks assigned by higher authorities and institute leadership.

4. To be responsible for the registration and verification of accounting concerning fixed assets together with the application and approval for the scrapping of relevant accounts. To organize and compile government procurement budgets and plans, supervise their actual implementation, and compile statistical reports on government procurement execution. To be responsible for the preparation of state-owned assets' final accounts, and the compilation of state-owned assets' budgets and value preservation as well as appreciation assessment plans for state-owned assets.

5. To regularly provide financial analysis reports, conduct financial supervision of economic activities, and prevent financial risks. To cooperate with national treasury, audit, and other competent authorities or entrusted intermediary organizations on conducting various audits, inspections, and research on the institute's activities.

6. To be responsible for the further education of all accounting personnel and vocational training for financial assistants, and the guidance on accounting operations at the Dezhou and Hengyang stations.

7. To accomplish other tasks assigned by higher authorities and institute leadership.
