Human Resources Office

Responsible for the management of personnel, talents, and cadres within the CAAS Institute of Agricultural Resources and Regional Planning, as well as the management of labor dispatch and retired ones.

1. Responsible for the implementation of policies and regulations of the Ministry of Agriculture and Rural Affairs and the CAAS on personnel system reform and labor management, the study, formulation and execution of relevant regulations and systems for personnel and talents.

2. Responsible for the establishment of functional departments and affiliated institutions, the number of their employees and management affairs; responsible for undertaking the annual inspections, registration changes and other related work for the institute; responsible for the management of personnel files as well as cadre and personnel talent statistics within the institute; responsible for the approval and registration of personnel traveling abroad for official and personal reasons; responsible for the organization of job classification, hierarchical employment and recommendation; responsible for performance appraisal, and rewards and penalties for functional departments and research institutions; responsible for the deployment of personnel from outside Beijing, the settlement of overseas returnees, and the handling of difficulties and problems faced with couples living in separate places.

3. Responsible for the formulation and execution of personnel building plans, the review and recommendation of professional and technical applicants within the institute; responsible for the establishment and management of professional and technical positions within the institute, together with the attraction of high-level talents; responsible for the selection and recommendation work of CAS and CAE academicians and various experts, the contact and services with them; responsible for the review and recommendation of programs associated with overseas returnees, and daily management of postdoctoral researchers; responsible for the unified management of scholars involved in the Western Light program and special trainees from Xinjiang and Xizang; responsible for retirement postponement of senior experts, the introduction and ensuing training of talents.

Responsible for the selection, appointment, education and training, supervision, and management of cadres, as well as personnel building of reserve cadres; responsible for centralized declaration of due matters for institute-level officials; responsible for the recommendation and selection of candidates for temporary positions and personnel assistance in Xinjiang and Xizang; responsible for the recommendation and selection of cadres for ministry-level and academy-level education and training programs; responsible for assisting the CAAS Personnel Bureau in conducting performance evaluation of cadres under the management of the CAAS Party Committee; responsible for the organization of annual assessment of all faculty members, making suggestions for the appraisal work, and undertaking relevant verification work.

5.Responsible for the implementation of national wage system, policies and standards, and the execution of wage and income policy for in-service and retired staff; responsible for the management of wage and social security for in-service staff, the verification and handling of staff's endowment insurance, the study and formulation of management methods for wage management and guidelines on income distribution.

6. Responsible for the management of short-term visiting experts, research assistants and temporary staff; responsible for the declaration and payment of monthly salary, disability insurance, staff social security, endowment insurance of in-service staff as well as the changes of monthly social security endowment; responsible for the management of collective household registration of in-service staff.

7. Responsible for the management of retired staff, the implementation of supportive political policies, living treatment and welfare benefits for retired staff, the organization of medical examinations, spring & autumn outing, and the condolences for retired staff,; responsible for offering assistance in handling matters related to the death and funeral arrangements of retired staff.

8. Responsible for the employment of legal consultants, the construction and information sharing of personnel management system; responsible for completing other tasks assigned by higher authorities and institute leadership.
